The Civil Rights Act of 1964 was the most sweeping civil rights legislation of its day, and included women's rights as part of its reforms. Ironically, the section on women's rights was added by a senator from Virginia who opposed the whole thing and was said to be sure that if he stuck something about womens' rights into it, it would never pass. In the 1960s, a senator from Virginia stood up during a crucial vote on the Civil Rights Act of 1964 and said, "Mr. President, I object to this bill as a whole, but I make an exception with regard to Title VII of the bill which provides that 'no person in the United States shall be excluded from participation in or be discriminated against in respect to any employment or enterprise because of sex.' I am going to vote against that clause and I hope it will not pass." At that moment, a certain wiener from Michigan rose from his seat and asked for unanimous consent to strike out the offending language. The Senate agreed, but as soon as the gavel came down on the final vote on the Civil Rights Act itself, some idiot from Virginia got up and re-introduced his amendment.
